DuPage County is one of the largest county governments in Illinois, responsible for delivering essential public services while operating under strict regulatory, budgetary, and audit oversight.

To support that work, the County relies on a growing portfolio of cloud and SaaS applications, including Microsoft 365, Azure, Adobe, Zoom, Okta, Zendesk, and Absorb LMS. As its technology usage grew, so did the need for centralized governance, cost visibility, and accountability for spend.

The Challenge: Limited Visibility and Cost Leakage Across Departments

DuPage County was in the early stages of building financial and operational governance across its cloud and SaaS environment. Without clear visibility into usage, firm control over how licenses were assigned and used, or a structured way to track renewals, spend was hard to see and unnecessary costs built up across departments. Four problems stood out.
